When you do actually meet this person you will have serious information to discuss during your small-talk session – something other than the weather or sports. The information you discover about them will show you their interests, awards they’ve received, membership in associations, etc. All of this information brings you closer to establishing the professional relationship you are seeking. Developing this type of relationship obviously takes work, but you will be in a stronger position if a manager refers you to HR than an HR representative referring you to the manager. In most organizations HR is responsible for finding candidates, but the manager is the person that makes the hiring decision. Better for you to begin the process at the top and work your way to HR.
